Mr. Gerald K. Hinch

was the Deputy Assistant Secretary for Equal Opportunity at VA. He was one of the first African-Americans in the Senior Executive Service in the Federal Government. He trained me so that when he retired I could step into that position. That opportunity gave me full responsibility for the civil rights programs for 117 VA hospitals; African American employment, Hispanic employment, Asian Pacific Islander employment, Native American employment, People with Disabilities, Historically Black Colleges and Universities, Diversity training, external civil rights, all conferences such as the NAACP, Urban League, National Council of La Raza and interface with the White House, Congress, and corporations.
